I second that, 2001FrontierXE; solvents will degrade rubber. So be careful. Also be careful with use and disposal.
I work in the coatings industry. There are many solvents that would be able to remove/strip paint (e.g., xylene, MEK, acetone). These, however, aren't readily available to the general public to use. Ironically enough, I'm not familiar with products available to consumers to remove paint. If you can find a good answer here, try asking a autobody/paint shop.
Did you paint alloy rims black? What did you use?
