Wow, can't believe no one has answered you post...
The EGR Diaphram (the thing you moved up and down with you fingers) is spring controlled to keep it shut and seal off any exhaust gases from getting into the intake stream unless the engine rpm is right....running down the road etc...
Just because you can move the diaphram up and down does not mean that it does the same when the vacum is applied or that it is sealing off the exhaust gas when it is not being activated.
The best way to show if that is the problem is to take it off and seal the opening into the intake and then run it and see how she runs. If she runs great then that was your problem.
Just today I removed my EGR valve from my 98 Forntier and I blew into the pipe that comes from the manifold and I was able to blow a substantial amountof air past the valve when it should have sealed. This is due to carbon build up on the valve faces or a piece of carbon trapped in the seat area??? I will try to fix it and work some WD-40 in there and get her sealing. If that doesn't happen it is time for a new one.
