when downshifting and clutch is engaged idle goes very low and wants to stall out.  Cleaned the MAF and IAC still seems to do it.  Truck is not throwing any codes.  New air and fuel filter still didn't solve problem.  Could it be TPS?  Maybe IAC is bad and needs replacing?  Any thoughts?

Good "assumption" Lakota, but you know what happens when you"ass u me" something!!
Again, it is about a 14 step process to correctly adjust the TPS, reset all the idle memories and adjust the idle.
