The past few cars I had (97 Jetta VR6) (91 Prelude 2.3L) I was able to get some sound out of the exhaust without actually buying a system. On my Jetta I removed the Resonator and it gave it a nice growl. Is there anything I can do cheap to give my 4 cyl. Fronty some sound?

Bigger pipe, a decent size tip, and remove the muffler

More than likely a popping, a friend of mine removed his on his Mustang, but left the 6 cats (CA emission car) on there.  Sounds nice, but it can be annoying.

Exhaust systems aren't expensive anymore.  Midas has a Flowmaster Catback for $225.  Or you can get a local exhaust shop to put on a muffler of your choice, and piping for about the same if not less.  I would recommend Magnaflow personnaly.
