A "wiper cowl" is a metal plate that goes between the hood and the windshield bridging the tops of the front fenders. The wiper arm posts stick up through this, The washer jets were either on top of the cowl or sprayed through the grills.
I had the one for my 1973 Datsun 620 chromed (and polished the wiper arms as they were stainless steel.) They have to be removed periodically to remove leaves, etc or moisture can collect under them and present a source for rust.
My 1995 KC/XE had one. My 2002 DR/SC had one, but it was plastic. That told me that they were probably going away at some point. My 2010 LE doesn't have one that's flush with the hood, but I don't miss it. There was some (weak) argument that having one chromed (or black with a good coat of wax) could cause reflected glare, but I never experienced that.
