I am curious... what special parts come with the offroad package that is an optional for my 99 Fronty? I don't I have it on my truck and would just like to know.

Probably the wheels, shocks might be bilstein, skid plates(maybe), Limited Slip differential for the 4x4(maybe)... and other small changes...
Ultimately, you have a 4x4 and you can set it up in any configuration to make it better than the offroad package.. not to mention it would probably be cheaper since you wouldn't have to go through the dealership.
If you'd like, I'd be more than happy to find you a good setup for your truck... question though.. what are you looking to spend and how serious are you about offroading? Do you rock crawl or do you just hit the trails?

The one thing I want is a suspension lift. I have Dunlap A/T's on stock wheels, but they are much bigger than stock tires would be. I think it would look much better with a 2 or 3 inch lift. The tires look a little big for the height it is currently, no clearance problem or anything like that though... it could just use some improvment.
I have only been able to find two complete 3 inch lifts for my year, which really sucks... one by Rancho and one by Calmini, they were both over $700 bucks, which sucks even more... needless to say a little more than what I would want to pay for only a three inch lift. If you know of any others that there may be... cheaper also... I would greatly appreciate knowing. Thanks a lot for the reply.

So... I've been researching like crazy because I really want to lift my truck, but I'm basically broke. I have heard that I could buy an add-a-leaf to raise the rear and then just adjust the torsion bars to raise the front to match. Then maybe if I'm feelin froggy buy some better shocks. I'm wondering if this would work or would it be dangerous for the torsion bars, especially on the trail? Any comments would be appreciated.

If you want to put a lift on your truck right now for a small amount of money.. check out the sticky topics above on the mods forum.. I did all your homework for you a while ago. Automotive Customizers has some upper control arms for your truck for a really affordable price and for the rear you could set it up with some shackles until you can afford an add-a-leaf or an entire new leaf pack.
Basically, take your time checking everything out and good job on looking into your products. Personally though, I would go with the AC upper arms, which, if you need to adjust your torsion bars shouldn't be difficult, then save up and go with a kit from total chaos. They have 4x4 long travel kits for the serious off roader.. their kits usually come with shocks and extended brake lines and all the bells and whistles.. but it all depends on the application.
