I'm on a sorta tight budget and i was wondering what i could do to give my truck a bit more lift and level it out (i've got an 02 king cab  4x4)

So far i've done:
31x10.5 BFG All-terrains
K&N Cold Air Intake
True Duel Exhaust
8ft. Whip Antenna
Chrome low-profile tool box
Aftermarket Towing hitch

What can i do to make it look more rugged and off road(y?)

Either go with a body lift.  these can be found a 4x4parts.com

Or you can put some bigger blocks in the rear, and crank your torsion bars some.  But this will give you stiffer ride on the front.

Do not put blocks on the rear of your truck get an add a leaf the blocks will cause your springs to break /crack over time. Body lift is cheap and fairly easy to install depending on where you are there are a few web sites that have local clubs listed that may be willing to help install it.

I've looked around and no one will lift my torsions for me.  Any times on how to do it myself?

Here you go before you do this measure the distance from the ground to the botton of the frame rail when I do it I measure it at the front body mount right behind the front wheel well.

RE-INDEXING TORSION BARS

  1. JACK UP THE FRONT OF THE VEHICLE. THIS HELPS IN REMOVING
PRELOAD ON THE BAR AND ALLOWS FOR REMOVAL OF THE TORSION
    BARS.
  2. BACK OFF ADJUSTER BOLT.
  3. NOTE THE LOCATION OF THE ADJUSTER. THIS MAKES INDEXING
EASIER BECAUSE YOU CAN COMPARE LOCATIONS OF THE ADJUSTER.
  4. REMOVE REAR ADJUSTER OR REMOVE THE TORSION BAR FROM
FRONT ANCHOR, WHICH EVER IS EASIER FOR YOUR MODEL.
  5. IT IS SOMETIMES NECESSARY TO HAVE SOMEONE PUSH DOWN ON
THE TIRE TO GET THE SUSPENSION AT FULL DROOP. THIS WILL HELP
TO GET MORE ADJUSTMENT IF YOU NEED IT WHILE RE-INDEXING.
  6. REINSTALL TORSION BAR OR ADJUSTER SO THAT YOU HAVE MOVED
THE REAR ADJUSTER AWAY FROM THE ADJUSTER BOLT ANCHORING
SITE, WHICH IS USUALLY A CROSS MEMBER.
  7. TIGHTEN ADJUSTER BOLT UNTIL PRELOAD IS FELT ON TORSION
    BAR.
  8. LET VEHICLE DOWN AND CHECK RIDE HEIGHT. IF YOU NEED MORE,
JACK THE VEHICLE UP AND TIGHTEN ADJUSTER BOLTS UNTIL
    DESIRED RIDE HEIGHT IS ACHIEVED.
  9. BOLTS SHOULD BE CHECKED AND TIGHTENED PERIODICALLY.
