Does anyone know of a way to make it so the foglights can be on without the headlights being on? i may get a book and read the wire diagram but i didnt know if anyone else has done this.

You could run your own wire harness to them. Just cut the wires from the back of the lights, run a power, run a ground and connect them to a separate switch in the cab. I think that would be the easiest solution. I guess with the stock wires you cut off the lights you could just connect them together to keep them from grounding and sparking.

well the more i think about it if its wired the way i think heres what i can do....the relay for the foglamps wont get power until the headlights are on....sooo swap the hot from the headlights with a hot from the parkinglamps....and then the relay has power when the parkinglights are on. I just need to get a wirediagram to see if it is infact wired that way.

I try not to mess with relays and I  wouldn't suggest messing with the relay. I worked with a relay when I put some fog lights on my truck. It looked like I had it right, but I hooked it up wrong and I think I "blew" the relay (if thats even possible), because no matter how I hooked it up...it never worked. I just removed it and put a fuse on the circuit  and now the lights work.

I would really advise against "rewiring" the relay because if you break it (and/or anything connected to it) the warranty would be void and you would be out of pocket for repairs.
