Do they just pop off or does the upper shelf of the dashboard need to be removed to get the tweeter covers off?

Yep, they just pop right off. Try to use a small flat blade screw driver to minimize damage of the surounding area. The tweets are set a couple inces deep with screws holding it down. invest and a skew attachment for your driver. Helps alot. Hope this helps.
