Why can I only view the "important topics" generic announcements threads in the regional forums?

because you need to change the timeline for the thread viewing.

When you first enter a section, it naturally does the LAST MONTH of posts.  So if there hasn't been any posts within the last month, it will show nothing.

If you look up above those annoucements, you'll see a pop down box that is labeled (Show Topics)  Change it for the past year, and you'll see every post that was done within that year.
