2005 Frontier 2WD

In 2008 I replaced my blower motor and resistor.  A few months ago I started to have the same problem as before...fan only worked on #4 setting.  This time I didn't fix it right away.  As a consequence it affected more than just the motor and resistor.

Last week I decided to fix the problem.  I bought and installed a new blower motor, resistor, and two fuses that had blown this time around.  The two fuses were located in the fuse box in the engine compartment (positions 24 and 27).  I checked the A/C fuse in the passenger compartment and that tested okay.  I still only have the heat working on #4.  I went through the service manual step by step to diagnose the problem.  I have used a multi-meter and determined the motor and resistor are both good, the front blower switch is good, and there is continuity between the front blower motor connector and the front blower motor resistor connector.

I don't know what else to check for.  Any ideas??  I don't know much else about circuitry other than what I've mentioned above but I am willing to take apart as much of the truck as I can to test things.

NTB10-055 describes how to install a seal kit to prevent
water intrusion into the blower motor(which will freeze in
cold climates) and also the blower motor is to be
replaced(new part #). Are you using Nissan or after market
parts? Also have you checked for any blown fuses in the
IPDM E/R or any other fuse panels in the engine
compartment? If it only works on #4, it is most likely the
resister.
Sorry, just re-read your post about the 2 fuses- how about
any fuses inside the vehicle?

First off...what is IPDM E/R? 

I bought a brand new after-market motor and resistor.  I used a multi-meter to test for continuity and both parts are fine.

No, I didn't check the rest of the fuses but will do so.  The FSM didn't suggest checking any other fuses other than the three I did already.

Intelligent Power Distribution Module located in the Engine

diagram of the system. 4 or 6 cyl? If you have read any of
my post, you know my opinion of after market electrical
parts.
