I've been trying to get my '02 Nissan Frontier SC smogged
for a while now. My issue is that they can't keep the
RPM's steady between 2000-2500 RPMs for 3 minutes to run
the test.
When the truck is cold, or under 2000 RPMs, I can hold
the pedal steady and the RPMs will stay steady as well.
Once it's warmed up and over 2000 RPM's, the RPM's will
start to climb even though the gas pedal is steady. This
doesn't happen while driving, just in neutral and the
conditions mentioned above.
I've gotten feedback that it's likely a vacuum leak in
one of my hoses, so I've sprayed carb cleaner along all
the hoses/intake while running to try to find a leak and
cause it to rev up. No luck.
ANY advice that I can try or research further would be
amazing.

Trust me, it is the guy doing the test, it is very
difficult to hold the throttle at a specific rpm. I'm
assuming you are referring to an emission test, which I
don't understand why if the check engine lite isn't on, but
then again I'm not in an emission test area of the
state(YET).

In my family and friend's vehicles I can hold the pedal
steady and the rpms will also stay steady. Are you
suggesting my behavior is normal for a frontier?
To be clear - I can hold the pedal and rpms steady just
under 2000 rpms. Once I'm over 2000, and the engine is
warmed up, the RPMs will just climb even though the pedal
is steady.

when I had my car smogged, they used to use a clamp to hold the throttle cable in a fixed postion to run the test. The clamped squeezed the air flow butterfly (if that is what it is called) open part way.
Now out here in California, now they have the smog II which means they drive it on a dyno that measures speed of tires spinning, and the techs use cruise control to hold it at 25 MPH and then they do the test at idle.
The kicker is that if you have 4X4, you are exempt from the dyno test. Also if you have a stickshift, they can pass it by revving the engine in a lower gear at the same speed.
