the cables seem loose but the bolts are tight any help would be great

How could both cables be loose and still support the tailgate?? Anyway, two things come to mind. First, my last truck was a '98 Dakota on which one of the two cables was always loose either due to a difference in the length of the cables or the way the tailgate was installed. I was never too concerned about it as it never caused any problems. Second, the cable bed bolts installed by the factory on my '07 XE did not have the correct head diameter and the cable retention clips kept wanting to slip off. Check and see if this is the case on yours and, if it is, have the dealer install the correct bolts.
