Not to dispute your word but: How did you come by this information?
... When the cooling system is normal it is the job of the fan clutch to reduce the power applied to the fan. If it locks then the fan operates as if there were no clutch at all. It would seem more likely that a bearing in the water pump went out putting an overload on the belt.
BTW… I do remember one time when I was wrong…
